Legal cases should be settled quickly with high-quality decisions expressed in clear language. The courts must be open and sound. The courts’ services should be organised in a way which is tailored to the users’ needs. Staff with appropriate expertise should ensure the continuing development of the courts. Skill-acquisition measures should be a priority for court staff. The courts must safeguard consideration for the Sami language, culture and community life.

Information and communication within and outside the legal process should be digitally based. Technological developments in society should be reflected in the courts and contribute to innovation, for instance, as part of web-based conflict resolution, automation and artificial intelligence.

The Third Estate must have a more independent position in the government’s and Storting’s budget processes. The process for determining judges’ salaries should be established by law. Adequate physical security should be established in the workplace, and a compensation scheme should be introduced for the court’s staff in the event of serious security incidents.
