National strategies and incentive programs for increased energy system flexibility Thomas Berg, Senior Advisor Enova SF

2 The Norwegian Innovation Support System (simplified)
Innovation Norway / Investinor / SIVA - Stimulate new and emerging businesses The Research Council of Norway - Stimulate R&D Enova - From R&D to Market Technology development Business development

3 Vibrant change - Towards the low emission society .
I’d like to start my lecture with something ery important for us – namely - our vision. Vibrant change By this, we argue that over the next couple of generations – the global emissions of greenhouse gases must come down to or below zero. This transition to a low-emission society is a common global challenge. If Norway is to deliver on their part while developing today's welfare society, it will require a significant restructuring - a vibrant change. So that is our mission, that is our vision Vibrant change is our fuel for the future

4 Enova – the basics Public enterprise owned by the Ministry of Petroleum and Energy (MPE) National agency, promoting climate gas reductions, security of supply and energy- and climate technology Established in 2001 Four year contracts with the MPE A budget around m€ Around 80 employees Located in Trondheim

5 The purpose of Enova Reduced greenhouse gas emissions
Increased innovation of energy and climate technology Strengthened security of supply Climate Technology Energy And, basically, that is the purpose for Enova Enova is Norway’s national agency – working for… reduced greenhouse gas emissions development of technology leading to reduced GHG emissions on a longer term, as well as a strengthened security of supply An annual budget of million USD

6 Enova – between politics and market
2. The Parliament (the legislative) / The Government (the executive) 3. The market Enova is working closely with the market players to realize projects that benefits both business and greater goals of the society

7 Technology development Technology development Technology development Technology development Technology development Market adoption Market adoption Market adoption Market adoption Market adoption Organized in different sectors, from huge industy projects to small installations in the household market.

8 Enova has support programmes for both development of new technology and for market adoption
Technology development Market adoption Technology cost Programs for market change Market volume Demonstration of new technology Pilot programs for new technology Full scale innovative technology Immature Partially mature Mature Enova has several financial support programmes for both development of new technology and for market introduction. With the new agreement with our owner – we are switching the focus from support of more conventional technologies towards innovation and development of new energy and climate technologies adapted to the future. Enova can contribute to bringing technology initiatives from the pilot phase and over to market introduction. This is a critical phase for the projects, where they will demonstrate to the market that the technology functions under normal conditions. This is also a capital-intensive phase. Our role is allowing the technologies to be tested in the market, and then the market can determine the winners. By supporting innovators and early users, we create a market development where the good solutions become more competitive as a result of increased demand and reduced unit costs. The goal is to increase volume in technology deployments such that the new technology will be the first choice even without financial support. That's what we call market change. Our main instrument to achieve this in financial support. Enova supported technology development within the industry, non-residential buildings, renewable power, renewable heating and transport markets in A total of 80 technology projects amounted to 515 million NOK were granted support.

9 The energy system is changing
Drivers Challanges Possibilities Solutions If you add to the above: Demographic changes Investments in grid -> stranded assets New technologies Digitalisation Demand side flexibility Smart houses, cities Prosumers etc Hvorfor gjør vi i det hele tatt noe innenfor energisystemet? Skjer ekstremt raskt! Utnyttelse av tilgjengelig fleksibilitet som alternativ til nett

10 Large scale demonstration program

11 Two basic strategies and 4 + 1 generic financial support mechanisms
Technology development - reduced costs Market development - increased market chares Demonstration Full scale innovation Plioting/ early demo Investment in climate and energy measures Investment in transport infrastructure Cost Volume Consept studies Large scale demo-program

12 What are the main barriers?
Significant development costs and risk for the “first mover” Grid companies are natural monopolies and strictly regulated -> lack of innovation and a “traditional” attitude Lack of knowledge and experience The scale of the pilots so far are not big enough to verify the technology or the business models

13 Purpose «Demonstrate new technology, digital solutions and business models that increases the flexibility of the energy system» Helt avgjørende at disse demonstreres i stor nok skala og under reelle driftsbetingelser Øker kompetanse blant en rekke aktører, ikke bare hos én støttemottaker med en evt. underleverandør -> hele verdikjeden utvikles

14 Sources Technologies Transactions Added value

15 Three different areas of innovation
Demonstration of innovative models for efficient resource utilization and the use of other energy carriers than electricity local production storage (thermal and batteries) Demonstration of new "smart" solutions that reduces the stress and increases the flexibility of the energy system «Smart grid» technology Load shifting/«peak shaving» Control systems Demonstration of new market models that stimulate increased utilization of flexibility in the energy system flexibility markets aggregator Effektiv ressursutnyttelse gjennom bedre samspill mellom kraft og varme, bruke termisk til mer enn i dag. Kombinerer dette med energilagring Nye, innovative «smarte» løsninger innenfor kraft og varme, «smarte termiske nett». Se i kombinasjon med lokal produksjon. Styringssystemer Aggregatorer, fleksibilitetsmarkeder etc
