HYTREC: HYdrogen Technology REsearch Centre Partners: Statkraft Statoil Det Norske Veritas Co-funding from Research Council of Norway and Norwegian Ministry of Transport and Communications Targets: Develop safe, profitable and sustainable solutions for producing hydrogen from renewable energy and natural gas. Demonstrate the use of hydrogen as an energy carrier in both transport and stationary applications. Promote the introduction of hydrogen as an energy carrier in Norway through research, development and demonstration of hydrogen. Contribute to a general enhancement in expertise. Planl akt FoU: - elektrolyse og reformeringsteknologi, samt delvis på SOFC, CO2 fjerning. - Bruken av H2 laboratoriet (DNVs?) var vel ikke helt definert men det ble laget et memo angående dette (kravspec). - Av fremtidige muligheter var det skissert å kunne fylle biler med enten H2 fra reformering eller fra elektrolyse, så kunne man eventuelt se om det var forskjeller (renhet ulik). © Det Norske Veritas AS. 10 Authority Approval The QRA was utilized actively in the process to gain authority approval with the Directorate for Civil Protection and Emergency Planning (DSB) Advantages: Implementation of authority input in early design phase. DSB familiarisation secured. Final approval was therefore obtained faster than usual (8 weeks). Input fra Lars Ove om godkj-prosessen: møter med dsb: kontaktmøte presentasjon av RA nabomøte m/ deltakelse fra DSB informasjonsmøte for Marintek etc telefonmøte tillatelse arealdisponering telefonmøte søknad presentasjon av søknad (for DSB og Trondheim Brann og Redningstjeneste) Mange telefonsamtaler, kontinuerlig dialog - egen kontaktperson var en viktig suksessfaktor i arbeidet. 8 ukers behandlingstid av søknad (men ca 1.5 år fra første møte til godkjennelse av søknad) søknad sendt PS: Kontakten med DSB gjaldt ikke bare QRAen, men også andre henvendelser ifb søknaden. 12 Conclusions Risk results within the acceptance criteria applied
QRA results were actively and successfully used to optimize design and layout with respect to safety and cost. QRA results were successfully applied in communication with approving authorities Main challenges depend on a lot of parameters. The conclusions from this work can therefore not be extrapolated to other stations and designs. Input on: ” QRA results were actively and successfully used to optimize design and layout with respect to safety and cost” Lars Ove Skogseth - Etter QRAen ble det utarbeidet et eget ALARP-dokument, som kvalitativt vurderte effekten av de risikoreduserende tiltakene som ble identifisert i QRAen. Basert på dette kunne man se kost-effekt av de ulike tiltakene. - I tillegg var første rev av QRAen basert på antakelser om eksplosjonssikre vegger rundt produksjonsmoduler (veldig dyrt). da risikoen var lav valgte man å ta bort disse, og dette ble implementert i rev2 og rev3. - Risikoanalysens antakelser (som skjerming av lekkasjepunkter etc) ble også tatt inn i grunnlaget for utforming av anlegget, slik at det var et styrende dokument i arbeidet til EPC og CIV kontraktører, samt arkitekt. - Krav til tilgjengelighet (PFD) for deteksjonssystemer ble satt ut fra antakelsene i QRAen.
